MSFL films private limited company is a Non-polluting unit and has been certified & categorized in Green Category as per CPCB categorization, vide category no 3004 (Bi-axially oriented pp film along with metalizing operations) under the water (prevention & control of pollution )Act,1974 vide no CTOW/Renew/NSWI/2021/16122664dated 07/.09.2021 valid upto 30/09/2024.
The process is clearly Bi-axially oriented pp film along with metalizing operations. We also have process of coating of Bi-axially oriented pp film. But due to small quantity of effluent generation (1kLpd) we have applied in orange category as advised.
MSFL is totally committed towards environment well-being & compliances and has taken full precaution & use of technology to keep the environment clean.
We have valid consent to operate CTO’s AIR, Water & Hazardous waste. We complied all the environmental & PPCB norms rigorously. ETP & STP operation Log books records are well maintained since ETP came in operation.
As per points mentioned in the PPCB report no. /7212, dated 23.11.2022 and comments of EE-RO Rupnagar, we have following points & comments.
Point-1. The Industry is not operating its ETP regularly & efficiently and shall get its effluent tested from the state laboratory considering its property that additional fresh water is required for treatment or hazardous nature.
• Max Speciality Films private limited is operating the ETP on regular basis and log book is maintain & shown to EE-RO Rupnagar during visit. Being a batch process we cannot operate the ETP daily basis, its depend on availability of effluent. Before 07 days EE-RO coming we had treated the batch of effluent. Mentioned in log book. Our ETP last run on dated 26.10.2022 & EE-Ro Rupnagar came in our company on dated 04.11.2022.
• Effluent get tested in regular intervals from NABL certified laboratories. & maintain ETP treated water parameters under PPCB norms.
• As per our SOP of ETP operation, we need at least 1500 ltrs of effluent to operate ETP effectively. We have only 200 ltrs. of effluent to process in every 5-6 days (1000-1200 ltrs./month) .So we have to add 1300 ltrs. of fresh water to process the Effluent in ETP.
• We receive effluent after 5-6 days interval & We have aerobic MBBR technology in ETP
If we stop the MBBR reactor the bacteria will get die & process will get disturb and again it will take around a month for their bacterial growth. Hence we have to keep the effluent in MBBR for 2-3 days. More over for healthy bacteria in MBBR we also add molasses, DAP & Urea.
Point-2. The Industry has proposed for addition of coated film @28 MT/Day from existing 08 MT/day and the effluent generation has been increase marginally from 05KLD to 5.5 KLD which is contradictory.
• Our Existing ETP capacity is 5KLD. The average of effluent is treated 1-1.2 KL/month. New machine effluent generation quantity is estimated. We believe that our existing ETP will Cater the full load effluent capacity (Existing + New Proposed), taken in view & full. So maximum estimated effluent capacity is 5.5 KLD.
Point-3. The industry has already installed and is operating its metalizing no .05 and metallizing no. 6 from last six months in the existing premises building.
• Our Metalized product don’t generate any air, water, Hazardous waste pollution. We already have a CTO consent operate upto 50 MT/day that include the production of MTL 5.
• For MTL-06 increased in production & we applied the CTE application on dated 13.07.2022.
Point 4. The industry has not provided any monitoring mechanism for the consumption of fresh water required/used of the cleaning process of roller of coating machine after the batch is completed. The effluent generated is collected by soaking a cloth and thereby into plastic drums and transferred manually to the ETP.
• Noted, we are installing the water meters on fresh water line, used for cleaning process of rollers for monitoring the fresh water consumption for cleaning process. (Photos attached of Work under progress )
• Also we have provided effluent collection pit near to machine area & installed a pump with pipeline to transfer the effluent directly to ETP collection tank. To monitor the generated effluent quantity we have installed a meter before ETP collection tank. (Photos attached of Work under progress )
Point 5. There is spillage of effluent for their coating recipe material beneath the primer coating machine and procedure to lift is purely manual/crude by placing an impervious sheet below the roller.
• Adequate precautions are taken to prevent spillage of effluent & collecting tray provided. Effluent is handled with all proper personal protective equipment’s.
• But still, we are installing drain line in effluent collecting tray & connect directly to pit. (Photos attached of Work under progress )
We reiterate our commitments towards environment and compliances. We will comply above mentioned points within next 7-10 Days.
So we are requesting to please grant our Consent to establish application no. 19725188 submitted on dated 15.10.2022.
