It is intimated that the application for obtaining varied consent to operate applied under the Water (Prevention & Control of Pollution) Act, 1981 and the Air (Prevention & Control of Pollution) Act, 1981 were scrutinized and the following shortcomings/ observations were made:
1) As per the covering letter the industry has installed Mineral Water bottling plant in place of Bottle Juice/ Concentrate plant because of financial non-viability of Juice plant. But the application suggests addition of mineral water plant to the existing unit which needs clarification. If its addition then boiler details are not mentioned in the application form.
2) As required, the analysis report of treated waste effluent from Board/ NABL Lab is not submitted. The water application suggests only effluent from mineral water plant shall be generated which requires clarification.
3) The industry has not deposited/ attached varied CTO fee and NOC regularization fee for the increase in the cost of fixed assets.
4) The industry is requested to clarify that what is the cost of mineral water bottle plant as the total increase in the cost is about Rs. 4 Lakhs i.e. Rs. 74.96 Lakhs as on 31/3/2022 (earlier submitted by the CA certificate as on 11/4/2021 of total fixed assets of Rs. 70.31).
5) The industry has not submitted the permission from Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water within 3 months and submit the same at Regional Office, as mentioned at the time of previous consent to operate.
6) The industry has mentioned in the application name of partners Sukhpal Singh and Harjeet Kaur. But the industry has failed to attach partnership deed.
7) The industry has not attached Land registry or lease deed or rent deed as documentary proof of land.
8) The industry has not submitted permission for the operation of the unit in the existing premises, which is to be issued by the DTP, Fatehgarh Sahib as per the Master Plan of Sirhind-Fatehgarh Sahib.
9) The industry has submitted old documents such as SDM report dated 11/1/2019 and building plans dated 27/12/2019 and manufacturing process of the previous manufacturing product of bottled Juice and concentrated, please clarify.
In view of the above, the industry was requested to send/ upload the reply to the observations/ shortcomings as mentioned above within 2-days. Till then your application may be treated as incomplete.
