While processing the application of the unit, it has been noted that:
1. In the previous application form, the industry has applied for obtaining ‘Consent to Establish’ (NOC) for expansion for change of capacity in Storage of MS from 4164 KL to 7806 KL, Storage of HSD from 44770 KL to 36850 KL, Storage of Ethanol from 400 KL to 1258 KL, Storage of ATF @ 5361 KL (additional) and Storage of SKO @ 1916 KLD (No Change).
2. The unit had attached brief project report alongwith the said application wherein the estimated cost for carrying out the said changes has been mentioned as 1257.54 lakh (with only two storage tank conversions & no additional tank installation) and the unit has accordingly deposited the NOC fees. [copy not attached with present application and attached alongwith this note for perusal]
3. Thereafter, the RO vide note dated 21.10.2022 in lieu to the revised proposal of the project proponent submitted to it, reported that the unit shall carry out expansion with the following changes in storage capacity of products:
a) MS 4164 KL to 7806 KL
b) Ethanol 400 KL to 1258 KL
c) HSD 44750 KL to 35608 KL
d) SKO 1916 KL to 0 KL
e) ATF (Jet fuel) 0 to 5745 KL
f) Biodiesel 0 KL to 858 KL
In the said letter, the unit has proposed conversion of 5 no. storage tanks and installation of additional storage tank of capacity 45 KL for ATF Fuel.
4. Thereafter, as per decision of the competent authority, the application of the unit was returned with advisory to re-submit in accordance with the revised proposal regarding storage capacity of different products and deposit additional NOC fee in case of increase in project cost (beyond Rs. 15 crore) due to revised proposal.
5. Now, the unit has resubmitted its application for ‘Consent to Establish’ for carrying out expansion with the following changes in storage capacity of products:
a) MS 4164 KL to 7806 KL
b) Ethanol 400 KL to 1258 KL
c) HSD 44750 KL to 36466 KL
d) SKO 1916 KL to 0 KL
e) ATF (Jet fuel) 0 to 5745 KL [including one new underground Storage Tank of 45 KL]
But, it has again mentioned the proposed cost of expansion as Rs. 1257.54 lakh (with only two storage tank conversions & no additional tank installation); for the said change it has submitted a letter wherein it has mentioned seven storage tank conversions & addition of one 45 KL tank.
However, the unit has yet again not submitted any project cost estimation for the said change in form of brief project report.
However, it is still required to be clarification from the unit whether the said change in proposal shall increase the estimated project cost for expansion and if the said change is such that the estimated cost increases from 15 Crore, then the unit is required to deposit balance NOC fees.
You are, therefore, requested to clarify to the above within 3 days, so that your application can be processed further. |
