It is intimated that the assets of the industry increased from Rs. 14.22 crores to Rs. 67.89 Crores, in reference to which it has submitted that in CA certificate of Sangrur station, the value of investment for Sangrur station was Rs. 147.07 crores and for Bathinda station Rs. 14.22 Crores as on 31.03.2014. At that time, the pipeline cost from Panipat to Bathinda was maintained under the investment of Sangrur Station only. Now, the pipeline cost was segregated in asset register of IOCL and is showing separately for Panipat to Sangrur (Punjab jurisdiction) and Sangrur to Bathinda station. The cost of mainline from Sangrur to Bathinda station is included in investment certificate of Bathinda station, thereby making total investment value of Rs. 67.89 Crores and the mainline cost of Panipat to Sangrur Station (Punjab jurisdiction) is showing in investment certificate of Sangrur station having value of Rs. 42 Crores.
The matter has been considered by the Competent Authority and directed this office to take the detail of fee deposited and the detail of fixed assets submitted by the company in the Regional Office, Sangrur to proceed further and decide the matter. Accordingly, letter was written to RO Sangrur alongwith the request to clarify regarding the fees submitted by the company against its fixed assets since its date of commissioning. Reply has been received from RO Sangrur vide letter no. 1936 dated 16.06.2017 (copy attached), wherein it has been mentioned that the company has submitted consent fees from 1996 (since its commissioning) to 2011 against fixed assets of Rs. 9.0 crores and has further submitted that the industry is required to deposit Rs. 7,36,896/- each as balance Water & Air Consent Fees.
Now, the Competent Authority has decided that the industry may be asked to deposit the said consent fees at RO Sangrur for further processing the subject cited application.
It is, therefore, requested to submit the balance consent fees at RO Sangrur, within 7 days so that the subject cited application can be processed further.
